The Port Expansion Question: Who Speaks for the Nearshore?
A proposed expansion of container port facilities along the Southern California coast would increase vessel traffic, dredging activity, and acoustic disturbance in waters that support one of the most diverse dolphin communities on the Pacific coast. The environmental review process has not asked the right questions.
